What Citizens of These 12 Countries Need to Know about the CNMI Visa-Wavier
Saipan is the first place I’ve ever lived where time stood still.
I don’t know if it’s because of the consistent weather or because I see the same people walking along beach road at the same time every day. Sounds too simple to be true, right? Well, believe it or not, it is.
When the weekend comes around, it’s not uncommon to see families and friends gather over BBQ pork and aluminum-covered dishes made the night before, celebrating nothing other than the weekend itself. They’ll chat for hours on end, never bothering to check their smartwatch. Nature’s hourglass tells them what time it is. The setting sun.
If you’re coming from Tokyo, Seoul, Sydney, or London, you probably won’t believe that until you’re here. But getting here is simpler than most people expect. That’s especially true if your passport is from one of the twelve countries covered by the CNMI Visa Waiver Program.
What the Program Covers
The CNMI Visa Waiver Program lets citizens from approved countries enter Saipan for tourism or business without a U.S. visa. Up to 45 days. No embassy appointment, no waiting before you book.
It runs completely separately from the U.S. ESTA system. Prior denials included, your ESTA history has no bearing here. A traveler denied ESTA for visiting North Korea could still enter the CNMI under this program. Completely unrelated.
This program covers the Commonwealth of the Northern Mariana Islands only. Saipan, Tinian, and Rota. Not the U.S. mainland. Continuing to Hawaii or the continental U.S. afterward means standard entry requirements apply for that leg.
Which Countries Qualify
As of the time of writing, twelve countries participate:
- Australia
- Brunei
- Hong Kong*
- Japan
- Malaysia
- Nauru
- New Zealand
- Papua New Guinea
- Singapore
- South Korea
- Taiwan**
- United Kingdom
Hong Kong travelers must carry a Hong Kong Special Administrative Region (SAR) passport and a Hong Kong Identification Card.
*Taiwan’s inclusion operates under the Taiwan Relations Act rather than standard country recognition. Confirm current entry documentation requirements before booking.
If you hold a People’s Republic of China passport, the EVS-TAP may allow you to visit the CNMI. Verify eligibility through official CBP channels first.
Not on any of these lists? A standard U.S. visa application through a U.S. embassy or consulate is the path forward.
How to Apply
Apply online at g-cnmi-eta.cbp.dhs.gov. Most people finish in under ten minutes. Submit up to 72 hours before your flight.
On arrival, have your passport, a return or onward ticket, and proof you can cover your stay. Entry processing happens at the Saipan International Airport.

Getting Here
The airport is small. Coming from a major hub, that’ll feel like a relief. Faster processing, shorter lines, none of the chaos. TSA PreCheck and Global Entry are available for travelers from Japan, South Korea, Singapore, and Taiwan.
Four cities have direct flights in. Tokyo runs around 3 hours, Manila and Seoul around 4, Hong Kong around 5.
What 45 Days Here Actually Feels Like
After about a week, you stop keeping track of what day it is. You start noticing small things you’d normally walk past. An afternoon might look like sitting somewhere watching the water, driving around with no particular destination, or running into someone you know and talking for an hour.
City life carries a mental load most people don’t notice until it lifts. Most of that goes quiet here.
For remote workers, the infrastructure holds up. Fiber internet is available at select locations. Starlink is in the Commonwealth. The two local carriers handle most needs for video calls and daily work.
If You Want to Come Back
Some people find 45 days isn’t enough. If your country qualifies for the U.S. Visa Waiver Program, returning via ESTA allows stays of up to 90 days.
The mirror rule applies. Stay 60 days on your first visit and you need to be outside the U.S. and its territories for at least 60 days before returning. Coming back too soon risks being turned away at the border. Enforced, not a suggestion.

From Hong Kong, Malaysia, Nauru, or Papua New Guinea, the ESTA pathway doesn’t apply. Explore other visa options if a return trip is on your mind.
